Purpose: Link WARLOCK-INDEX theater lanes to safe public map, geospatial, command-area, nautical, topographic, and naming-source families.
Boundary: This index supports strategic orientation and source routing only. It does not create targeting maps, sensitive facility overlays, infrastructure vulnerability maps, live movement layers, route-selection tools, patrol-pattern analysis, collection geometry, interdiction guidance, operational planning, surveillance products, or investigative direction.

Theater maps in WARLOCK-INDEX should answer a narrow question: which public source family can orient a reader to a theater without enabling operational misuse? The answer is different by lane. NGA public-release maps are the first stop for global and selected theater orientation. Combatant command area-of-responsibility pages can show U.S. command-area framing. USGS, NOAA, and the U.S. Board on Geographic Names cover U.S. topographic, maritime, and naming layers. NATO public map and member-country pages support alliance geography. State, foreign government, UN, and allied maps can add diplomatic or issuer-perspective context after dated refresh.
This index does not bless every public map for WARLOCK-INDEX use. It points future products to safe source families and states what each family cannot be used to do.
Universal Map Rules
- Label every map as static, current, historical, nautical, topographic, command-area, naming-source, or issuer-perspective material.
- Record publisher, URL, access date, title, publication or release date where available, and naming or boundary caveats.
- Use maps for orientation, provenance, and source routing only.
- Do not add tactical overlays, sensitive facilities, likely routes, collection geometry, sensor coverage, live movement, vulnerability labels, or interdiction points.
- Do not treat a map as proof of sovereignty, control, threat intent, basing, force posture, or operational feasibility without separate non-map evidence.

Theater Product Checklist
Before a theater product links or embeds a map, verify:
- The map is public and official or clearly labeled as a non-official source.
- The product needs orientation rather than operational detail.
- The map has no added tactical overlays from WARLOCK-INDEX.
- The product states publisher, URL, access date, title, and release date where available.
- Naming, boundary, and recognition caveats are explicit.
- The product includes a boundary note if the map involves contested geography, combatant command AORs, nautical charts, ports, critical infrastructure, military geography, or domestic U.S. locations.
Source Family Limits
NGA Public Maps
Use NGA public maps as static orientation products and source-provenance anchors. Do not infer current operations, targeting, control, basing, or vulnerability from them.
Combatant Command AOR Pages
Use command AOR pages to show public U.S. command-area framing. Do not infer force posture, access rights, current missions, basing, patrol patterns, or operational priorities from AOR maps alone.
USGS And NOAA
Use USGS and NOAA for U.S. topographic, nautical, hydrographic, and coastal source routing. Do not convert public datasets into domestic surveillance, facility vulnerability, route-selection, or exploitation products.
NATO And Allied Maps
Use NATO and allied maps for alliance geography and issuer-perspective framing. Preserve issuer labels and do not treat alliance map display as proof of operational control, national capability, or delivered force.
State, UN, Foreign Government, And Multilateral Maps
Use diplomatic, UN, foreign-government, and multilateral maps for issuer perspective, recognition language, boundary caveats, and humanitarian or development context. Do not convert them into operational movement, targeting, or vulnerability products.
Information Gaps
- The index does not yet include exact safe map anchors for every country or subregion. Future theater products should add dated map-specific source packets when a lane becomes map-heavy.
- State country and area pages require manual refresh before current dated use in this environment.
- Some official maps are interactive or JavaScript-dependent. Products should preserve access limitations and avoid silently extracting unsupported map layers.
- Philippines and South China Sea products require source-language discipline because map, legal, diplomatic, and issuer-perspective sources may use different labels for the same geography.
- Europe/NATO/Ukraine products require additional active-war caveats: maps must not be used for front-line tracking, target selection, strike assessment, basing inference, or route analysis.
- Public maps can encode policy, naming, boundary, projection, recognition, or source-age choices. Products should state those caveats rather than flattening them into WARLOCK-INDEX judgments.
