Boundary: This register supports public strategic research only. Framing Rule
WARLOCK-INDEX does not create a political "enemies list." This register uses official public threat categories: foreign states, foreign intelligence services, terrorist organizations, nonstate armed networks, transnational criminal organizations, cyber actors, sanctions targets, border and maritime threat vectors, weapons of mass destruction concerns, and domestic terrorism or domestic violent extremism where official sources define those categories.
Domestic threat coverage must remain tied to violence, criminal conduct, official public definitions, and civil liberties boundaries. It must not treat lawful dissent, protected speech, religion, ethnicity, nationality, political identity, journalism, protest, or association as an intelligence target.
